South Gippsland Water
Corporation is seeking an amendment to its existing Bulk Entitlement for
Leongatha, Koonwarra and Korumburra. The amendment will allow South
Gippsland Water to take water, in years when it is necessary, from the
Tarwin River at Coalition Creek and near Koonwarra.

Permanent Water Saving Rules -
The Permanent Water Saving Rules are in place across Victoria to help
all Victorians maintain a common-sense approach to water use. The rules
are in force permanently and are separate from any other water
restrictions South Gippsland Water may need to impose from time to time.
It is believed the rules help
customers save about two to five per cent of annual water consumption,
but this may vary in different regions.
1) Only use hoses with trigger nozzles.
2) Use manual watering systems between 8pm and 10am.
3) Use Automatic watering systems between 10pm and 10am.
4) Do not hose down paved areas.
5) Lodge an application with South Gippsland Water when
filling pools and spas over a 2000lt capacity.
An automatic watering system</b>
can be used between 10pm and 10am on any day of the week. Automatic
systems installed on or after 1st September 2006, must be fitted with
either a rain/moisture sensor or equivalent device, as part of the
control system.
A manual watering system</b> can be used, between 8.00pm and 10.00am on
any day of the week. A hand-held hose fitted with a trigger nozzle, a
watering-can or a bucket, can be used at any time. The watering system
or hose and fittings used must be in good condition and not leak.
All fountains must re-circulate
water. Fountains can be topped up provided the absolute minimum of water
is used. The water re-circulation system must be in good condition and
not leak.
No restriction on watering of
plants. Watering systems must be in good condition and not leak.Watering
systems timing apply
A hand held hose fitted
with a trigger nozzle may be used at any time. Buckets, watering cans
and high pressure water cleaning units can also be used. Boat motors may
be flushed by hand held hose fitted with an appropriate flushing device
designed for that purpose. The hose and fittings must be in good
condition and not leak. There is no restriction on using a bucket.
Commercial car washes are exempt from this provision.
A paved area must not be cleaned
by hose unless cleaning is required as a result of an accident, fire,
health regulation/health hazard or other emergency. Some examples of
permitted circumstances are:-
All equipment and hose fittings
must be in good condition and not leak.
A hose may be used if it is
fitted with a trigger nozzle and is in good condition and does not leak.
An application must be
made to South Gippsland Water, to fill from empty, a pool or spa with a
capacity of 2,000 litres or more. A water saving plan to offset the
water used in filling will be required – South Gippsland Water can
assist in developing this plan.
General exemptions are
"standing" exemptions that do not require special approval by South
Gippsland Water prior to being carried out. The following are the
general exemptions for customers in South Gippsland Water's area of
responsibility.
Watering systems [automatic and
manual] may be used to water all new lawns [turf, hydromulch and seed]
and garden beds as required to suit the weather conditions for up to the
first 28 days after installation.
Watering systems [automatic &
manual] may be used to water gardens and lawns, during and/or
immediately after the application of fertilizers, when this is the only
practical time available to undertake this activity – or is the
manufacturers recommended application time frame. Watering systems can
be turned on to test irrigation systems for leaks and/or correct
operation.
When it is not practical to use
a hand-held hose, watering systems may be used outside prescribed
watering times, to water the playing surfaces [only] of sporting
facilities, when such watering is necessary to avoid permanent damage to
the surface in very hot, dry and/or windy conditions. Watering is also
permitted to avoid injury or damage to players; where there is an
occupational health and safety requirement for the particular surface
and watering is specified by the manufacturer.
Sporting facilities covered by the exemption include: turf cricket
wickets – tennis courts, "en tous cas", synthetic & lawn – golf course
greens – bowling greens – synthetic bowling greens, synthetic hockey
pitches – baseball and softball pitches with a dirt infill – surfaces
for equestrian events.
Water may be used to wash down
the concourse paving surrounding a municipal or private commercial
pool and associated change rooms, for occupational health & safety
purposes. It is preferable, that a high pressure water cleaning device
be used in these instances.
Watering systems may be used
for occupational health and safety purposes to limit or suppress dust as
a result of construction/renovation activities or limit/suppress dust
during motocross, equestrian and similar events for the safety of
participants, spectators and surrounding neighbors.
Application of products fitted
with a hose attachment, such as cleaning agents, garden fertilizers,
wetting agents etc., can be used in line with the manufacturer's
instructions. These products can be used regardless of whether or not
they are fitted with a trigger nozzle to stop or start the water flow.
However, at no stage should water be left running through the hose
fitting of the product when not being used for its prescribed purpose.
Under the Permanent Water Saving
Rules, South Gippsland Water has, under certain conditions, the ability
to grant exemptions other than the general exemptions above.

Inline with the “Drinking Water Quality Standards” contained in the
regulations for the Safe Drinking Water Act2003 South Gippsland Water
are required to eliminate the possibility of backflow in to the water
supply system. South Gippsland Water’s Backflow Policy is designed for
the protection of the whole community and importantly our customers.

In line with its regulatory obligations, the South
Gippsland Region Water Corporation (South Gippsland Water) has prepared
a Water Plan covering the 5 year period 1 July 2008 to 30 June 2013.
This plan was submitted to the Essential Services Commission (ESC) on
the 8th of October 2007.
The Water Plan contains details of outcomes to be delivered by the
Corporation in order to meet service provision requirements. It provides
explanation of major capital and operating expenditure over the 5 year
regulatory period based on South Gippsland Water addressing its primary
obligations and provides information on the level of service standards
it aims to give customers, regulators and other stakeholders.
The ESChas made a pricing determination for this regulatory period based
on the data provided in this document.
